In the community above news of governments plan to launch the single multipurpose ID card for Aadhaar, Passport and license were shared. From reading the news our community members say that what will be the purpose of the Aadhaar Card then? Why was Aadhaar not a citizenship proof?   As stated in the news that the ID aggregator is for utilities like Aadhaar, Passport, etc and presently Aadhaar is used for all, so even if the new one is citizenship card how is it better than the Aadhaar card that is used to issue Driving Licence, Bank account, Voter card?

Member said Aadhaar is an Identity document and not for citizenship proof, there are many benefits of introducing Aadhar like availing subsidies, Jan Dhan Yojana, PF, etc also Aadhaar is based on the biometric system and cannot be faked because of the fingerprints asked.

Another Community member says Aadhaar is supposed to be an Identity document and as understood by many Aadhaar was a ‘Residency Card’ to be issued to anyone who is staying in India with valid documents similar to what is there is UAE – Emirates ID or the USA – Social Security Number. However, this may have changed now that Aadhaar is also being issued to NRI’s. The common card now being proposed is only for Indian Citizens which will be proof for being a part of the National Register of Citizens (NRC). We need to clearly see the context of the use of Aadhaar:

  • Driving License can be applied by all residents of India so Aadhaar will be used
  • The passport will be issued only to citizens so Aadhaar will just be a proof of identity and address
  • Bank Account can be opened by anyone so Aadhaar will be used as a proof of identity and address
  • Voters Card will be issued only to citizens

The new card will be only for citizenship proof of a country, contrary to the popular perception Aadhaar was never meant to validate citizenship proof it was issued for identity & residence proof, Passport is for citizenship proof.

It is very strange as original Aadhaar is now masked by 16-digit Virtual ID which can be changed by user and SC is not sensitive to Virtual ID. Once it is there, one does not really need any further ID. I think if I see the reason behind what current government is trying to say, it is the fact that all ID system needs to point toward one person, which is not the case and is being misused. For eg Rama Varma is a Passport name, V Rama is on Pan Card and R Varma is on Driving License. All are IDs of the same person but can fool the system by posing as three different persons at different places.  In order to illustrate further,  another member gives the below example

Assume that name of the person is – Rama Gopala Varma ( This name is taken to show the point and not intended towards any specific person with the similar name)

ID ONE – All IDs mapped to aggregator ID called ‘Rama Gopala Varma’
Pan card name -Rama Gopala Varma
Aadhar Card name -Rama Gopala Varma
Driving license name – Rama Gopala Varma

ID TWO  -All ID’s are mapped to the aggregator ID called ‘Rama G Varma’
Pan card name -Rama G Varma
Aadhar Card name- Rama G Varma
Driving license name- Rama G Varma

ID THREE-All ID’s mapped to the aggregator ID called ‘R G Varma’
Pan card name -R G Varma
Aadhaar Card name – R G Varma
Driving license name – R G Varma

ID FOUR – All ID’s mapped to the aggregator ID called *Rama G V*
Pan card name -Rama G V
Aadhar Card name – Rama G V
Driving license name- Rama G V
